SRF Case Study: Overview
The Division of Water Infrastructure, under the North Carolina Department of Environmental Quality (NCDEQ), is responsible for administering the State Revolving Fund (SRF) Program. The SRF provides two funding options:
- Clean Water State Revolving Fund (CWSRF)
- Drinking Water State Revolving Fund (DWSRF)
The purpose of these funds is to provide low interest loans at half the market rate to local governments. There is a limited availability for principle forgiveness. CWSRF funds wastewater collection and treatment facilities as well as programs associated with estuary and non-point sources. DWSRF funds projects to provide safe drinking water.
Martin-McGill has had great success in identifying projects, in addition to applying for, securing, and administering monies for the SRF programs. Our clients have used SRF monies for:
- Water Treatment Plant Upgrades
- Waterline Interconnections
- Raw Water Intake and Line Improvements
- WWTP Expansion
- Pump Station Replacement
In the past 15 years, WR-Martin has written more than 100 grants for the SRF program totaling over $327.6 million. The knowledge and experience we have gained working with the division and program staff is invaluable to local governments seeking to fund potential projects.
Our areas of specialization include:
- Project Identification
- Application Writing
- Community Engagement / Public Outreach
- Loan Administration
